Seems to me that it is the Science & Technology set that will be released late 2006. The parts seem to be available now.
Wow. This looks like a great deal. All -- or at least most -- of these pieces look like elements that are currently available, but Lego sells them in smaller sets. My best guess is that these elements would cost between $120 and $150 if purchased separately.
Unless my eyes deceive me, this set includes a fair number of traditional technic bricks and plates with studs on top.

Speaking of release dates... The Lego Shop@Home NXT Product Page says, Preorder this item today, will ship by 01 Jul 2006.
Amazon, Target, et. al. seem to have mid-July as a release date. I wonder if we will really get the sets a month earlier than was previously announced? I bought a set from Lego S@H just in case.
