I do have the building instructions. I sent the LDraw file, but it appears they didn't post that. I'll have to create the step-by-step images and submit those.
It would seem from some pictures I have to be bricklink part # 3482c02. But you need a lot of them... more than I have, at the moment.
Steve demonstrated this at NI Week, and it was fun to watch. I need to think up some "macros" for moving it with a more standard remote controler (to decouple the movement in the plane from the rotation of the platform). Watching the spectators react when the paddles "pushed back" was the best part.

nxtgord, if you accept non-LEGO solutions the FXA308 Transwheel can easily be used on LEGO axles with a slightly shaved bush pushed in wheel hole.
There are certainly other ways to make such wheels as well, but Steve's is one of the simpliest I've seen, and works particularly well in this application.
