The FLL team that I'm coaching this year (FLL Team 90) is currently working on a payload for the HALE Event and has been using a google group to post their discussions.
The group's home page also has a partial list of payload descriptions including two mission specs from fellow NXTStep Blog contributor - Brian Davis.
